apparentally hers is like sasukes that it will cause pain, but it cant go to next stage because orichimaru stopped it, I think he was talking about it when they met in the chuunin exams forest
duh,anko can use the curse seal she just doesn’t want to use it , every bodys curse seal is the same,but she can’t go level 2 thats why orichimaru gave sasuke the curse seal and so that he could use him as a puppet.
